Shenyang' Xita is the biggest community of Chaoxian minorities outside the Chaoxian Municipal Zhou and Xian in the three North-east provinces,and is the second biggest Chaoxian culture street in the world.It occupies about 2 square kilometers centered to the Xita Street.There are about 200 big and small stores,and about 40 among them are North Korean invested. Xita commercial street is famous for its restaurants,entertainment and Chaoxian characteristic commodities.It is called the "sleepless city" in Shenyang, and is honored "the North Soul" by the guests from all over the world.This article recalls the historical development of Xita district,and points out that the boom of Xita results of the interaction of the social network of Chaoxian minorities and the national policies.It also concludes that cooperation between the nation and the society on the economic and social development just embodies the governance mode.
