| 摘 要： | 政府执行力是当前公共行政研究的一个全新课题。本文借助"模糊—冲突"模型,从动态的视角分析了政策执行过程及其影响因素,指出重视模糊性与冲突性,兼顾行政文化等静态因素是提高政府执行力的途径。

| Abstract: | The government＇s executive ability is a new topic in the current public administration research.Based on the ＂fuzzy-conflict＂ models,this article analyzes the policy implementation process and its influencing factors from the dynamic angle of view.It is pointed out that the approaches to improve governmental executive power are to pay attention to fuzziness-conflict while giving consideration to the static factors,e.g.administrative culture. |
