自主创新战略中财政科技投入对象的优化选择

为了提高国家财力推动自主科技创新的效果，政府财政科技投入特别是地方财政科技投入必须合理确定投入对象及在不同对象间的投入比重。当前的政策改革调整要处理好内资与外资的关系，突出支持自主知识产权创新：处理好财政科技支持的区域关系，弱化对高新技术产业开发区的资助；处理好企业和高校及科研院所之间的关系，提高产学研合作水平；处理好不同类型创新单位的关系，重视公有企业科技创新。

On the Optimal Choice of Technology Input Object in Financial System Under Own Innovation Strategy

In order to strengthen the financial power and push the own innovation, the technology input in the government＇ financial system, especially in the local governments＇, should choose the objects and decide the investment proportion. Nowadays, the reform should deal with the domestic and foreign investments supporting own innovation, divide the financial supply in different areas decreasing the input in hi-tech development zone, handle the relationships among the enterprises, the universities and the research institutions enhancing the output and research level, cope with the relationships among the different innovational units valuing the innovation in state-own enterprises.
