外蒙政权"议会"设置问题考辨

外蒙第一次"独立"和"自治"期间,曾经设立了由上、下议院组成的、具有咨询性质的两院制"议会".国内外史学界对其设置时间大多语焉不详,抑或错误地认为,1911年12月底库伦政权纽建的同时,在沙俄的操纵下即行设立了该议会.俄国外交文件表明,其设置时间应在1914年4月中旬或下旬.与传统的论断恰恰相反,它并非在沙俄操纵下成立,外蒙政权组建议会的目的之一,旨在对俄国在外蒙谋求铁路和电线优先权等意图采取拖延政策.

On the Causes of the Institution of the Congress in the Outer Mongolia Regime

Ever after the independence and self-rule of Outer Mongolia, the congress with both houses wasinstituted. However, most of the historians at home and abroad failed to reach a conclusion about some issuesof its establishment, and some even take it for granted that the congress was sat up under the manipulation ofRussian government when the regime was founded in the late December of 1914. However, the diplomaticdocuments of Russian government revealed that the time of the establishment of the congress should be the sec-ond half of April in 1914 and that it was not established under the control of Russian government, as contraryto the conventionally held ideas. One of the purposes of its establishment was to delay the Russian efforts ofobtaining the priority of railway and electric wares in Outer Mongolia.
