宁波市新农村规划建设管理研究

新农村规划建设管理是社会主义新农村建设的重要保障,通过创新管理机制,健全管理体制,明确管理职责,改进管理方法,提高管理水平,对于改善村容村貌、提高农民生活质量、拉动农村经济发展、加快城市化进程、统筹城乡发展、全面建设小康社会具有重大意义。在实施新农村建设过程中,要逐步改变被动局面,争取各级政府的支持,建立健全村镇建设管理机构,理顺管理体制,努力建设一支政治素质高、业务素质精、人员相对稳定的规划建设管理队伍,实行规划编制、建设管理、执法监察“三位一体”的科学管理体制,以适应建设社会主义新农村的需要。

A Research of Ningbo New Countryside Plan Construction Management

The management of new countryside planning plays a decisive role in the construction of new socialist countryside.It has great significance in improving village visage and quality of life,boosting development of rural economy,speeding up the urbanization drive,planning urban areas and countryside as a whole and developing a well-off society in an all-around way.In the practice of developing new countryside,we must turn around the passive situation and enlist support of governments so as to set up a sound village and township governing body and straighten out the the adminstrative system.In addition,a quality planning work force needs to be cultivated for "trinity"management of planning,construction management and law enforcement and supervision.
