国外城乡一体化发展的经验及其对汕头市城乡一体化发展的启示

从世界城乡一体化的发展经验看,国外发达国家正步入城乡一体化的高级阶段,而一些发展中国家也先后开始了对城乡一体化发展的积极探索。这些国家在取得初步成效的同时,积累了诸多有益的成果和经验。这些成果和经验都对汕头市城乡一体化发展具有一定的借鉴意义。改革开放以来,汕头市在探索解决"三农"问题、推进城乡一体化的途径和办法方面,取得了丰富的经验,但由于在体制分割和政策等方面难以突破,因此尚未取得令人满意的成果。汕头市应总结和借鉴本市和国外城乡一体化发展的教训和经验,采取有效措施加快推进城乡一体化发展。

Overseas Experiences of Urban-Rural Integrated Development and the Enlightenment to Shantou

From the global experience of urban-rural integration,developed countries are stepping into an advanced stage of urban-rural integration,while some developing countries just begin their urban-rural integrated development.These countries have made preliminary progress and gained some experiences,which are instructive for the urban-rural integrated development in Shantou.Since reform and opening up,Shantou has made progress in problem-solution of agriculture,rural?areas and farmers,and exploration of measures and approaches to promote urban-rural integrated development.But the reform in institution and policy produces little satisfactory results.Therefore,Shantou has to learn from the international and local experiences in promoting its urban-rural integration.
