| 摘 要： | 近代以来中国在从传统王朝的天下体系向国民国家体系转变过程中,境内的民族不断面临着民族意识如何发展,民族认同如何凝聚,边疆如何稳固等诸多难题。而对此,在意识层面,民国时期的许多学者和政治人士都展开了研究和争论;在现实层面,民国中央政府和地方政府也进行了一些实践和尝试。
