| 摘 要： | 经济发展是量和质相结合的概念，仅有经济增长速度而无经济增长质量的提高并不是真正的发展，有市场、有效益的速度，才是真正的发展。实现速度与效益相统一的发展，必须进行结构调整，注重体制创新，重视科技进步，走可持续发展的道路，实现经济和社会的全面协调发展。
