| 摘 要： | 市场经济的竞争,说到底就是人才的竞争。如何最大限度地激活用人主体,用好、用足人才,是新形势下我们面临的一个重要课题。文章从三个方面就人才的培养、吸收、使用进行阐述,强调了用人主体与利益的一致性,要求选拔民主化、责任明晰化、任用市场化、培养职业化、产权多元化、用人自由化,进一步分析了人才工作与两个主体的作用,表达了通过“三个环节”营造活力竟相迸发的人才局面。
