对边疆民族地区建设社会主义新农村的思考

建设社会主义新农村,是贯彻落实科学发展观、统筹城乡经济发展的战略举措。边疆民族地区建设社会主义新农村有它的特殊性,任务更艰巨、更困难。主要存在如农业增效难、农民增收难、农村发展难等问题。究其原因是:生产力水平低,发展又不平衡;城乡二元结构等因素的存在;体制上和国家政策实施方面的因素;基础设施建设落后;农民素质普遍较低。而要解决这些问题,必须加强三个文明建设,充分发挥农民的主体作用,避免形式主义,努力走出一条有中国特色的现代农业发展之路。

On the Construction of New Socialist Countryside in the Border and Minority Regions

The construction of new socialist countryside is the strategy for implementing the concept of scientific development and balancing the urban and rural development put forward by the Party and the Government.The construction of new socialist countryside in the border and minority regions is more challenging because of its special difficulties in agricultural development and the poverty-eradication for the farmers.The causes are related to low productivity,unbalanced development,the dual structure of the city and the countryside,the institutional and policy problems,the poor facilities and poor education.The solution to these problems relies on the construction of the three civilizations and down-to-earth work while finding a good way for developing modern agriculture with Chinese characteristics and with the farmers as the main force.
