2011年是中国十二五规划开局之年,也是中国经济转型发展之年。由于国际经济再平衡前景扑朔迷离,使中国经济发展面临更为复杂的局面。困难主要来自国际经济动荡加剧与国内经济结构失衡所带来的经济发展环境的不确定性,以及由国内外多种经济矛盾交集所引致的经济政策两难抉择。同时,由于经济增长的内生动力与自主性趋强,经济增长与社会发展的关联度增强,十二五时期中国有能力有必要主要依据自身条件与发展要求,通过技术创新、节能减排、体制改革与政策调适,扩大内需、优化结构、改善民生、保持物价平稳与经济较快增长,促进经济社会协调发展,使中国经济从投资拉动转向消费带动,规模扩张转向质量提升,从而走上创新发展、协调发展与和谐发展之路。
