政策执行研究论纲

研究政策执行应该包括如下内容:政策执行的含义;政策执行与环境;政策执行与体制;政策执行与决策;政策执行与评估;政策执行与组织;政策执行与领导;政策执行与政治。另外,效率、合理性、秩序是政策执行活动的三个基本要求,但由于政策执行活动的公共性特征,政策执行还必须满足民主的要求。如何协调民主与效率之间的关系,是实际政策执行的最大的价值所在,也是研究政策执行课题的重要尺度。

An Outline of Studies of Policy Execution

Research into policy execution should involve the following: the meaning of policy execution; policy execution and the environment; policy execution and the system; policy execution and decision-making; policy execution and evaluation; policy execution and organization; policy execution and leadership; policy execution and politics. Besides, efficiency, rationality and order are the three basic requirements for the execution of policy. However, such execution must meet the requirement of democracy due to its publicness. The coordination of democracy and efficiency is where the best value of policy execution lies.
