“政策型经济”与黑龙江省经济振兴战略研究

黑龙江省在东北地区具有举足轻重的地位.本文对黑龙江省产业结构进行了简要分析,认为黑龙江省在经济振兴的进程中,要通过发展"适度有据"的"政策型经济",从区域分工的角度将绿色农业和装备制造业作为黑龙江省核心优势产业进行发展,并提出了与此相适应的转换政府职能的几点建议,以期从制度层面促进黑龙江省对外开放战略升级,带动黑龙江省经济发展.

Research on Policy Type Economy and Economic Developing Strategy in Heilongjiang Province

Heilongjiang Province is of great importance in North-East Area in china.This article analyzed the industrial structure in Heilongjiang Province and bring forward the point of view that Heilongjiang province should develop green agriculture and equipment manufacture to the full through practicing the theory of divide of labor in different area and "Policy Type Economy" with good grounds and moderately in the process of economic development,and bring forward that government should reform and change its function so that can boost economy developing deeply in Heilongjiang Province.
