“三农”问题是中国现代化进程中的关键问题

中国不仅以农业大国著称于世,而且也以农民大国著称于世,农民数量大、素质低成为中国实现现代化的巨大制约因素,这就决定了中国农民现代化、农业现代化和农村现代化在我国现代化中的特殊地位.它们不仅构成我国现代化的重要内容,而且成为实现现代化的必要条件.中国现代化进程中必须重视"三农"问题,实现三个转变,即传统农民向现代农民转变,传统农业向现代农业转变,传统农村社会向现代农村社会转变.

The Three Basical Problems in Chinese Modernization Progress

China is well known for its large amount of agr porducts and consupmation and for its heavy population. Nevertheless, the great rural population with the relatively lower quality is considered to be the major restricting factor in the course of Chinese Modernizarion. Hence the modernizations in the three respects of Chinese peasant, agriculture and village surely play a specific rule in the course of Chinese Modernizarion. The above mentioned three modernizarions not only form up the essential contents in Chinese Modernization, but also serve as the indispensable factors for Chinese Modernization. From the social respect,the author recommends that while in the progress of Chinese Modernization, we should pay special attention to the three problems (agriculture, village and peasant problems) in rural areas, and should promote the three transfoms, e. g., from traditional peasant to modern farmer; from conventional farming to modern cultivation, and from the aged countryside to modern living surroundings for the rural citizens.
