欠发达地区工业发展创新模式研究——交钥匙模式

解决经济欠发达地区工业发展的问题需要突破思想观念的束缚，创立一个全新的经济发展模式，即国家建立风险投资基金，由政府牵头按现代企业制度要求创办一批企业，形成企业集群或产业链，然后将优良资产以股份制形式吸纳社会资本，将股份转让给民向资本，企业逐步转变为民营经济，政府将回收的资金再次投入建立新的企业。该模式简单讲就是“由公变私”的“交钥匙模式”，是一个具有中国特色的社会主义经济发展模式。
