| 摘 要： | 社会腐败现象主要是权力的腐败,权力的腐败又是社会其他腐败现象的直接诱因和基础。因此,反腐败的权力制约机制应从权力腐败的根源入手。权力制约的理论提示:理想的社会结构要求合理地分配权力,使权力在符合社会制定的规范内运行,只有这样才能预防和最大限度地避免腐败现象的发生。权力制约,可以采取权力——权力和权利——权力的制约模式。只有将以权力制约权力、以权利制约权力两者有机地联结起来,有效地制约与监督权力的现代难题才能得到解决。

| Abstract: | The main phenomenon of social corruption is power corruption which is the inducing causes and basement of other corruption phenomenon.Therefore,the power restrictive mechanism of anti-corruption should start from the root of the power corruption.This article analyzed the theoretical aspects of power restriction and put forward some suggestions. |
