| 摘 要： | 随着全球经济一体化以及中国入WTO,中国已成为世界经济的重要组成部分.保税区作为中国对外开放的窗口,在发展国际贸易、吸引外商投资等方面发挥了重要作用,有力地促进了腹地经济的发展.但是,保税区长期以来形成的"多头分管"的管理体制、"区港分离"的设区原则以及出口导向的国际分工定位.限制了保税区对腹地经济的辐射作用.实践中,应加快保税区管理体制改革,促进"区港联动",努力提升区内产业结构升级,进一步发挥好保税区对腹地经济的推动作用.
