Theodore Roosevelt's "Balance Policy" toward Japan and Russia versus the "Integrity" of Northeast China: a study on the Russo-Japanese War

During the Russo-Japanese war, Theodore Roosevelt pursued a "balance of power" policy between Japan and Russia, which aimed at breaking Russia's monopolies in Northeast China and shared them. In order to introduce the Japanese into Northeast China to balance Russia, Roosevelt privately transferred all the interests and rights which Russia snatched from Southern Manchuria to Japan, without counseling with China, and took the initiative to set aside the principle of "China's Integrity", one of the two principles of America's "Open Door" policy toward China.
