| 摘 要： | 目前,发达城市社区福利的建设已引起了各界的关注,学者们从不同的角度对其进行了研究,而在中小城市,居民对社区福利需求质量不断提高给社区福利建设提出了新的要求,如何在中小城市中进行社区福利建设成为我们关注的一个话题.本文以惠安社区福利建设的个案分析为基础,对中小城市社区福利建设问题进行了讨论,并对建设过程中的资源动员模式进行了探讨.
