中国农地产权制度改革的理论探讨

中国现代第三次农地产权制度改革的实质是在不触动农地所有制的前提下进行农地使用制的创新。随着这次制度变迁优势的逐步释放 ,农业经济发展步伐开始放慢 ,农地产权制度的弊端再次凸现 ,这又为新一轮制度变迁创造了现实需求。本文认为 ,决定土地资源配置效率的是土地使用制而非所有制 ,但完善的土地所有制却是土地有效配置的必要条件。当前农地产权改革的首要任务是复归真正意义上的农地集体所有制 ,其次才是完善土地使用制

A Study on the Reform of China's Rural Land Property Rights Institution

The essence of China's third reform of rural land property rights is an innovation of rural land using system without breaking the old rural land ownership system.The development of China's agriculture economy is becoming slow and the disadvantages arise again as the advantages of the innovation of rural land using system are released gradually.This situation creates an actual demand for the new innovation of land property rights institution.This thesis points out that the land using system is the key institution factor which determines the efficiency of land allocation,but the land ownership system is an indispensable preprequsiste of the efficient allocation of land.The first task of rural land property rights reform at present is to resume the real peasant collective_ownership institution of rural land,the second important task is to reform and consummate the land using system.
