| 摘 要： | 农村社会养老保险制度是农村养老保障体系的重要组成部分.陕西省宝鸡市于2007年率先在全国进行了新型农村社会养老保险的试点工作.该制度实行以来取得了较好的效果,维护了农民的养老保障权益,为全国新型农村社会养老保险制度的建设和实行积累了经验.但是随着该制度的推广和时间的推移,能否持续稳定运行以渡过人口老龄化高峰期仍需进一步验证.基于宝鸡市的数据,利用模型构建测算了养老保险基金累积结余变化情况,提出了政策建议.

| Abstract: | Old-age insurance is a major part of old-age pensioning system in China’s rural areas.This paper is a case study of the practice in Baoji City,where new rural old-age insurance was started in 2007 and achieved great success in providing old-age farmers with practical benefits.It requires further observation,however,as to whether this practice will be able to sustain the imminent old-age peak.The paper proposes measures,based on the practice in Baoji,for further implementation of the insurance system. |
