深化我国户籍制度改革的经济学思考

户籍管制的真实成本包括:公民失去迁徙自由,平等公民身份不复存在;进一步扩大了已经存在的城乡差别,不利于城乡共同发展;使城市化发展滞后,形成城乡二元经济结构;造成产业结构发展畸形等。在户籍问题上的认识偏差包括认为外来劳动力会扩大城市就业竞争的压力等三种观点。因此,必须对户籍问题进行再认识,加大改革力度,采取有效措施。即:切实做好户籍管理的基础性工作;建立城乡统一的户口登记制度;改革户籍迁移制度;健全社会保障制度;完善相关法律、法规等,以更好地促进我国经济的迅速发展。

An Economic Consideration of Deepening the Reform of Chinese Domicile System

The genuine costs of domicile control cover such things as making citizens lose the freedom of migrating, and the identity of fair citizen existing no longer; it further widens the original rural and urban differences, which affect the rural and urban co-development; it makes Chinese urbanization stagnant and forms rural and urban dual economic structure; it makes the development of industrial structure abnormal, etc. The deviation of cognition concerning domicile issue includes three views, such as thinking that outside labor can intensify the pressure of employment competition. Therefore, we have to examine the domicile problem again, deepen reform, and adopt feasible steps. That is, we must do the fundamental work of domicile management well conscientiously, build up the rural and urban unified domicile registration system, reform the migrating system of domicile, make necessary amendments to the social security system and laws and rules correspondingly. We do believe that these messures can promote the development of Chinese economy rapidly.
