中国与多边出口控制机制关系之演变及原因探析

冷战结束后,中国全面加入了主要国际军控条约,由此也承担起相应的防扩散义务。对核、生、化以及导弹领域的敏感技术和设备进行严格的出口控制是防扩散政策的重要组成部分。近年来,中国政府在加强本国防扩散政策的同时,开始逐步与国际上主要多边出口控制机制进行接触,寻求积极对话并申请加入其中部分组织。中国与国际多边出口控制机制关系的走向受到多种因素的影响,还有待进一步观察。

An Analysis of the Transition of the Relationship between China and Multilateral Export Control Regimes and the Reasons

After the ending of the Cold War, China signed all the major international arms control treaties and took the responsibilities of preventing the proliferation of weapons of mass destruction formally. The export control of sensitive technologies and devices related to nuclear, biological and chemical bombs and missiles is a critical part of nonproliferation policies. Recently, China government started to make contact with major multilateral export control regimes as long as strengthening its nonproliferation policy. This article is aimed at analyzing the new signs of China's policies and the potential reasons.
