| 摘 要： | 低碳城市的基本特点是：高效性、宜居性、循环性和持续性。低碳城市的建设原理有：废物排放最小化、资源利用极大化、系统共生最优化和持续内生稳定化。低碳城市的建设原则为：以人为本、生态优先、集约化和综合性原则。低碳城市的建设策略是：树立低碳意识、创新管理体制、加强低碳技术设计、选择低碳生活方式。
