中国地方政府间横向合作的问题及对策

文章通过分析中国地方政府间横向合作存在非自主性、单一性和不稳定性的问题,指出分权不充分和权限模糊化、地方政府利益凸显以及合作制度游离法律之外是阻止中国地方政府间横向合作的主要原因。认为地方政府间合作应从政府间横向合作为切入点,并从观念更新、法律制度完善和合作组织建构三个层面提出合理化建义,进而推动中国地方政府间横向关系和各项事业全面发展。

Problems and countermeasures of horizontal cooperation among local governments in China

Based on the analyses of non-autonomy,singleness and instability in the horizontal cooperation among local governments in China,main causes for these obstacles were pointed out in the incompleteness of power division,vagueness of authority,overemphsis on local governments＇ interests and illegality of cooperation system.Findings show that the horizontal cooperation among local governments should start from governmental cooperation.Suggestions are offered in the renewal of conceptions,perfection of legal system and construction of cooperative organizations to promote the horizontal relationship among local governments of China and the overall development of every undertaking.
