油田地面工程项目后评价指标体系构建研究

摘    要:针对油田地面工程项目后评价指标体系的不足,采用理论分析与专家调查结合的方法进行研究,描述了地面工程项目指标构建的原则,结合油田地面工程项目后评价的目标和任务以及地面工程项目的特点,并采用专家调查法和因子分析法对所建的指标进行筛选和归类,建立了以前期工作、施工准备、建设实施、生产运营状况、过程管理、目标实现程度、成本与经济效益以及影响与持续性等方面为内容的评价指标,为有效进行油田地面工程项目后评价提供了基础。

Abstract:In view of the inadequate post-project evaluation index system of oilfield surface engineering projects,theoretical analysis and specialist investigation were adopted to describe the construction principles of surface engineering project indexes.Based on post-project evaluation tasks and goals of oilfield surface engineering projects and characteristics of surface engineering projects,investigation anrl factor analysis were adopted to select and classify the constructed indexes.An evaluation index was constructed focusing on preliminary work,construction preparation,construction implementation,production operation, process management,degree of goal realization,cost versus economic benefit,influence and sustainability, etc.It has laid a foundation for effective post-project evaluation of oilfield surface engineering projects.
