行政问责——规范如何舞动?

国家环保局长因松花江污染事件而辞职,这是行政问责制的体现。但被问责的行政官员是公务员身份,对其惩戒必须依法进行。《中华人民共和国公务员法》规定的行政问责是引咎辞职和责令辞职制度,但缺乏程序上的规定,出于对公务员合法权益的保护,应当明确行政问责的程序性规定。
