| 摘 要： | 由于沈阳市现有中小企业信用担保机构发展存在结构性缺陷,低层级中小企业对互助担保贷款融资需求十分旺盛以及互助担保所具有的天然优势,使得在沈阳市大力发展互助担保十分必要.同时,沈阳市现有中小企业力量不断壮大,企业产业集群迅速发展以及东北地区"爱有差等"和"重感性"的人文特征使其发展互助担保具有可行性.根据沈阳市信用担保发展现状,应建立政府参与的互助担保模式以更好地满足层级较低但信用较好的位于"金字塔"底端的大量中小企业的担保贷款融资需求.
