论我国湿地保护立法存在的问题及完善

湿地保护对实现我国社会经济的可持续发展具有重要意义，但是我国目前在湿地保护立法方面仍存在着不少问题，完善湿地保护立法已经势在诂行。应尽快制定一部全国性的《湿地保护条例》以解决我国湿地保护与管理中的突出矛盾。在该条例中，必须明确以下两点：一是应从我国具体国情出发，在借鉴《湿地公约》规定的基础上，对我国湿地的定义进行适当调整；二是解决管理机构的职责混乱问题，建立与湿地分级、分类相适应的行政管理体制。
