城市化进程中失地农民的社会保障制度构建

城市化进程中，农村集体土地被大量征用，因此亟待为失地农民建立安全可行的社会保障制度。目前各地正在进行的有关失地农民社会保障的实战探索中还存在诸多问题，应当引起各方面的高度重视。妥善安王失地农民，是我固社会发展中一个不可忽视的问题。应以征地补偿安王费和土地转用后的增值收益作为主要责金来源，同时在制度先行、因地制宜、公平和效率有机统一以及与现行社会保障制度相衔接等原则的指引下，建立以就业为支撑的政府主导型失地农民社会保障体系。

How to Build up Social Security System for Land-lost Farmers in the Process of Urbanization

In the process of urbanization,a large-scale of farmland is expropriated,and thus it is urgent to build up sound and perfect social security system for land-lost farmers.At present,numerous problem exist in the practice exploration of social security scheme in many places of China,and great attention must be paid to this circumstance.In the meantime,to promote the reform of social security system speedily,we must insist the principle of system giving priority to,acting according to local conditions,guiding with the regulation of organic unity between fairness and efficiency,and linking up with social secarity system currently in effect.In consideration of China's actual situation,the first step is to build up the social retirement insurance system and medical insurance system for land-lost farmers,and other livelihood insurance arrangement should be set up timely and progressively.
