当前中亚反极端形势分析

随着中东极端分子向阿富汗和中亚转移,中亚地区的安全形势出现新变化,南部与阿富汗毗邻的边界地区、中部的费尔干纳、哈萨克斯坦西部等成为暴恐风险最高的地区,互联网和社交网站依然是中亚极端组织最主要的传播、招募和指挥手段。为打击极端势力,中亚国家相继出台反恐反极端或宗教发展国家纲要,通过政治、经济、社会、安全、国际合作综合等措施遏制宗教极端和严打恐怖主义,各项措施总体上已发挥效果,依然存在综合反恐力量不足、传统宗教薄弱、法律不完善、地缘政治干扰等难题。中亚的安全对中国影响很大。宜把握"局"和"势"的关系,辩证且动态地对待与中亚国家的安全合作,推动事态朝着有利于中国西部安全稳定的方向发展。

Analysis of Current Counter Extreme Situation in Central Asia

As the extremists in the Middle East move to Afghanistan and Central Asia,the security situation in Central Asia has undergone new changes.The border areas adjacent to Afghanistan in the south,the central region of Fergana,and western Kazakhstan have became the areas with the highest risk of violence.Internet and social networking sites remain the main means for extremist organizations in Central Asia to communicate,recruit and command.In order to combat extremist forces,Central Asian countries have successively introduced national programme against terrorism or extremist and religious development.They also used political,economic,social,security and comprehensive international cooperation measures to curb religious extremes and crack down on terrorism.All measures have been effective.However,there are still problems such as insufficient comprehensive counter terrorism forces,weak traditional religions,imperfect laws,and geopolitical interference.The security of Central Asia has a great impact on China.It is appropriate to grasp the relationship between the"Pattern"and"Situation",to treat the security cooperation with Central Asian countries in a dialectical and dynamical way,and to promote the situation in a direction conducive to the security and stability in western China.
