| 摘 要： | 基于国内外比较分析,发现我国农业科研投资具有较高的回报率,而目前我国农业科研资源在农业各行业、品种和领域的配置存在着明显的不均衡现象,农业科研投资制度在科研体系、科技力量部署、科研投资增长方面还有待完善.今后一段时期需明确政府在我国农业科研投资中的主导地位,加大投入力度,不断完善政府的农业科研投资模式,从制度上保证农业科研投资效率.
