行政服务中心的建设实践与理论思考

通过对行政服务中心的现状分析,展望了未来行政服务中心的建设蓝图。运用决策分析和系统科学方法,对中外行政服务中心运行模式及服务内容进行了比较分析。针对我国行政服务中心存在的法律地位不明确,对行政服务中心建设必要性的认识不足,行政服务中心建设在全国的发展还不平衡,以及＂一站式办公＂、＂一条龙服务＂的作用问题,提出了明确行政服务中心的法律地位,建立自上而下的全国行政服务中心体系,将行政服务中心明确纳入地方电子政务发展规划,行政服务中心应该在地方政府中占据重要位置,在协调和整合对外服务具有更大权力等对策。对策对行政服务中心持续健康发展具有重要的参考价值。

Construction and Theoretical Reflection on Administration Service Center

Based on the curent situation administration service center this paper applies decision analysis and scientific systematic method,comperatively amalyzes the operation mode and servic content of Chinese and foreign administrative service centers,and looks forward to the future of administration service center construction.Some counter measures are proposed： crystalizing the legal status of administration service center,establishting the national top-down system of administration service center,incorporating administration service center into the local e-government plan at an important position with greater power in the coordination and integration of external services.The counter measures have important reference value for the development of administrative service center.
