| 摘 要： | 战略规划是战略管理的核心，而战略规划的实施则是战略管理的主体。高校战略规划的优化实施，一是要分解目标、明确责任，构建多层次的战略规划实施体系；二是要树立效益理念，优化资源配置，确保战略规划重点的落实；三是要践行以人为本理念，充分发挥师生在战略规划实施中的积极作用。
