加强社会保障促进社会和谐

党的十六届四中全会将"构建社会主义和谐社会"作为我国社会建设的目标,标志着我国社会改革已经进入到了一个更高阶段.社会保障作为社会运行的安全机制,是实现社会和谐的前提基础,随着市场经济的形成,社会保障需求剧增,社会保障制度严重滞后,国家的社会保障能力相当有限,转型中的中国社会面临着前所未有的安全挑战.只有顺应市场经济要求,坚持社会保障与经济发展相适应、公平与效益相结合,发展与完善多类型、多层次的社会保障体系,才能提高社会保障功能,促进和谐社会形成.

Strengthening Social Security and Promoting Social Harmony

Setting up harmonious socialist society is taken as our country's goal of social construction by the communist party of china.It symbolizes that our country's social transformation has stepped into a higher stage.Social security as the security system of the development of society is the precondition of the realization of the harmony of the society.Along with the formation of market economy,the requirement for social security is rapidly increasing;the social security system is lagging far behind;our country's capacity for social is rather limited.The chinese society in transformation is faced with unprecedented challenges.Only by conforming to the demand for market economy,clinging to the principle of the correspondence between social security and economil development and of the combination of fairness and benefit and developing and bettering the multi-type and multi-level social security system can the function of social security be developed and bettered so as to promote the formation of the harmonious society.
