论我国行政问责制度的完善

行政问责制在我国虽然源远流长，但是一直未形成明确的，行之有效的运行体系。作为2000年以来颇为引起关注的一项制度，行政问责制是公共行政基本原理的具体要求，体现了权责一致的民主政治发展要求，也是改善中国政治环境和促进我国政治与国际化接轨的现实需要。特别是2008年以来，突发事件、公共事故频发的情况下，建立完善的行政问责制度是应对群体性事件的迫切需求。但是，我国各级政府在实施行政问责制的进程中存在诸多困境，急需加以制度化和法律化规范，并且完善配套制度。

On the Improvement of the Administrative Accountability System in China

However, there are many difficulties in the implementation of administrative accountability, and it is necessary to institutionalize and legalize the system with the improvement of the supporting systems.
