农户参与意愿与退耕还林政策的可持续性

退耕还林是中国林业建设历史上涉及面最广、政策性最强、群众参与程度最高,同时操作难度最大的生态建设工程。由于农户参与退耕还林的意愿是退耕还林政策可持续性的关键因素,因而对农户退耕还林意愿的经济根源进行研究显得极为重要。在对重庆和四川地区的退耕还林情况进行调研的基础上,本文认为作为微观主体的农户参与退耕还林的意愿,取决于其对参与退耕还林的成本和收益的权衡,并据此建立了农户参与意愿的决定模型。在此基础上,提出退耕还林制度创新的路径为:增加农户参与退耕还林的货币性收益;通过提高农户的生态意识增加农户参与退耕还林的非货币性收益;减少农户参与退耕还林的货币性成本和非货币性成本;建立退耕还林工程的动态评价体系。

Farmer's Participation Willingness and the Sustainability of the Grain-forgreen Project Policy

Grain-for-green project is the most tremendous and difficult ecological construction project with most farmers' participation in the history of China's forest construction.Since farmers' willingness to participate in the project is essential to its sustainability,the research on economic root of farmers' willingness is quite important.Based on the investigation in Chongqing and Sichuan,this paper advocates that farmers' willingness depends on their trade-off of the cost and benefit,and establishes farmers' willingness depending model accordingly.Moreover,this paper puts forward the path of grain-for-green institution innovation.Firstly,monetary benefit of participating in the project should be increased.Secondly,it's very important to increase non-monetary benefit by improving farmers' ecological ideology.Thirdly,monetary cost,together with non-monetary cost should be greatly reduced.Lastly,the dynamic appraisement system of grain-for-green project should be set up as soon as possible in order to assure the sustainability of the policy.
