The rapid development of science and technology is a powerful engine for integrated global economy. From the perspective of the recent development of international economic relations and legal systems, it is clear that technological elements have been increasing in both international trade and investment, especially in global electronic commerce. International economic law covers all legal systems governing international economic relations. It is an objective law that a new international economic law will be needed to govern the new international economic relations because of the development of science and technology.
