社会发展质量诉求与我国社会政策价值导向——基于社会质量理论的回应

社会质量理论是近年来在欧洲流行起来的一种新的社会理论。为应对福利危机,欧洲学者提出"社会质量"概念架构及其指标体系来分析和考察各国社会发展的状况,影响其社会政策的制定。社会质量理论以倡导社会和谐和社会建设为其基本的价值导向,把握到了社会发展的目标和本质所在。近年来,我国提出构建和谐社会以提升社会发展质量,这与社会质量理论蕴含的社会发展理念正相契合。社会质量理论及其社会经济保障、社会包容、社会赋权、社会凝聚四维度理念的提出对于我国正在进行的和谐社会建设具有一定的启发和借鉴作用,可以使我们深入思考社会建设问题,调整社会政策价值导向。

The Demands of Social Development Quality and the Value Orientation of Social Policy: Based on the Social Quality Theory

Theory of social quality is a new popular social theory in Europe in recent years.To tackle the welfare crisis,European scholars have proposed the conception of "social quality" to analyse and study the situation of the countries which will have a great influence on their social policy.Theory of social quality has taken the promoting social harmony and social construction as its fundamental values,and has grasped the objectives and the essence of social development.In recent years,China put forward a policy to build a harmonious society and actively pay more attention to the quality of the social development. This concept of development is consistent with the theoretical implication of the social quality.The theory of the " social quality" and its social economic security,social inclusion,empowerment and social cohesion dimensions of the concept have important implications for China's social development and social policy construction,which can lead us to ponder the issues of the community-building and the adjustment of the value orientation of the social policy.
