十六大以来党内民主与人民民主互动的进展、问题及其深层原因剖析

坚持以"党内民主示范和带动人民民主",实现党内民主与人民民主良性互动、共同发展,是充分开发中国民主政治建设体制内资源,促进我国经济、社会持续健康发展的内在要求。当前,我国党内民主与人民民主在一些地区和部门初步呈现互动共进的良好局面。但受理论准备不充分、动力不足、互动平台较少,以及激励保障机制不健全等因素的影响,党内民主与人民民主之间的互动,仍存在层次较低、范围有限、发展不均衡、制度化水平不高等突出问题,从而制约了中国特色社会主义民主政治建设的深入发展。

The Development of Democratic Interaction between Party and the People and the Causes Underlying the Problems

The role model of inner-party democracy for people’s democracy and the benign interaction and mutual development between the two are the internal demands of Chinese democratic politics and economic and social progress.At present,good interaction between inner-party democracy and people’s democracy has emerged either in some regions or in some government departments.This interaction,however,has so far been restricted by many negative factors such as lack of theoretic bases,inadequate motivation,ineffective platform for interaction,and lack of a stimulating mechanism,thus preventing the progress of democratic politics with Chinese characteristics.
