| 摘 要： | 我国民办高等教育经历了艰难而曲折的发展历程，深入探索我国民办高等教育自改革开放以来重新崛起的背景和动因，进而对近10年来民办高等教育发展过程中的重要创举——独立学院的兴起和发展作深入研究，仔细解读教育部出台的《独立学院设置与管理办法》对独立学院所产生的影响。当前我国民办高等教育面临着重大机遇和挑战，对此提出一些可供借鉴的参考意见。
