论加入WTO后煤炭行业管理

煤炭工业作为基础能源部门,在我国国民经济中占据重要地位。传统的国有煤炭企业在国家政策、体制的制约下,缺乏市场适应能力。一方面企业自身管理观念落后,管理水平较低,另一方面,传统的行业管理观念也不能适应煤炭工业发展的需要。加入WTO后,只有调整国家政策、转变政府职能,提高企业的自身素质,才能使煤炭工业适应国际竞争环境的需要。

On the management of coal industry after entering WTO

As the basic resource department,the coal industry places a very important part in national economy of China.However,the na-tion-owned coal enterprises are too traditional to suit the market economy under the restraint of policies and systems of our country.On one hand,the enterprises have old ideas and lower level in management;on the other hand,the traditional ideas of management could not meet the needs of the development of coal industry.After joining WTO,only if the coal industry adjust the national policies,transfer the government functions and increase their own qualities could they suit the needs of international competitive environments.
