结构合理化：高等教育健康发展的保证

我国高等教育结构从类型—科类结构到层次—类型结构、层次—区域结构都存在问题。为此 ,应大力发展专科教育 ,积极发展研究生教育以调整层次结构 ;适应我国产业结构调整趋势调整科类结构 ;改变单科性院校过多的现状 ,加强多科性大学建设 ;逐步建立起有研究型大学、教学和科研型大学、应用型高等职业技术学院、不授学位的专科学院等多形式的高等教育体系 ;促进省际间的高校布局合理 ,扶持欠发达地区的高等教育 ,以调整高等教育区域结构。

Rationalization of Higher Education Structure: Guarantee of Healthy Development of Higher Education

There are some problems in Chinese higher education. These problems exist in the structures of type-faculty, arrangement-type and arrangement-region. To improve the structure of higher education, the following measures should be taken. These measures are to develop the specialized deucation and graduate education to adjust the structure of higher education, regulate the faculty structure to meet the needs of national industrial structure transforming, change the actuality of too much single-faculty colleges and emphasize the development of multiple-faculty colleges, build a higher education system with different education institutes such as research university, teaching-research university, advanced vocational and technical college and academy without degree-given right, promote the rational distribution of colleges from an overall point of view, and support the higher education of less-developed regions so as to improve the regional structure of higher education.
