| 摘 要： | 食品安全问题关系到人民群众的切身利益，关系到我国和谐社会的构建，已经成为一项公共政策问题。用利益相关者视角去分析研究，更能够透彻明白地显现出各个部门和群体的职责和责任，有利于分清各个主体的权责解决食品安全问题，有利于保护人民群众的生命健康，有利于构建食品安全体系。

| Abstract: | Food safety has become an issue of public policy because it has much to do with people's vital interests and the construction of harmonious society.From the perspective of stakeholders, it offers a more open vision toward the function and responsibility of each administrative department and helps to distinguish right, power and liability among different stakeholders, thus protecting the health of all Chinese people and constitute a complete system of food safety. |
