| Abstract: | There are two kinds of thoughts about state run enterprises reform in economics: theory of outer surroundings and that of property system. The key problem to be solved is the innovation of the property system. Through the inspection of enterprise' property reform and totlal state assets' strategic reconstruction, the breakthrough of state run enterprises reform depends on capital market and bureaucracy reform. |
