| 摘 要： | “小康”一词最早见之于成书于公元前 6世纪中叶的《诗经》 ,和经济生活紧密相连的“小康”则起之于宋代。“全面建设小康社会”的提出 ,标志着我国的社会主义现代化建设在新世纪进入了一个新阶段。“总体上达到小康水平”的标准较低 ,平均数并不代表大多数。全面建设小康社会万万不可忽视分配的公平。
