农村公共产品供给失衡的原因及整治对策--一种从公共选择理论视角的考察

现阶段我国农村公共产品的供给存在着供给不足和供给过剩并存的失衡现象,内在原因就在于作为农村公共产品的供给主体(政府)的组成人员--政府官员也是"经济人",也存在追求自身利益最大化的自利行为.加强对这种自利行为的约束对策是改革农村公共产品供需决策制度;改革现行干部评议、晋升、薪酬和问责制度;规范公共事业听证制度;在公共部门恢复自由竞争.

The Reasons for, and Counter-measures of, the Unbalanced Supply of Rural Public Products--An Examination from the Theory of Public Option

At present stage the supply of rural public products has an unbalanced phenomenon of insufficient supply and compatible surplus. This paper presents a concrete analysis from the public choice theory,holding a view that the inherent reason lies in the member of the supply subject(the government), who acts a self-benefit behavior persuing the maximization of his own interests,(a admistrator is also a "economic man"). And the paper presents some countermeasures in order to enhance the restraint of this kind of behavior: reforming the decision-making mechanism of supply and demand of rural public products;reforming the system of grading,promotion,salary of cadres and system of reward and punishment of cadres;norming the hearing system of public affairs;recovering free competition of public departments.
