论电子政务的政治行为特征

电子政务的浪潮已席卷全球。中国的电子政务也蓬勃发展,并取得了明显的成效。对电子政务如何认识,存在着不同的看法。传统的电子政务理论,往往从“电子”一端来解释、说明。只是从工具和技术的层面理解电子政务,这显然是失之偏颇的。我们认为对电子政务更重要的应该从“政务”一端来分析和研究,要赋予电子政务本来应该有的政治学意义。电子政务具有政治行为特征,是按照科学技术的严密逻辑规则进行的科学性政治行为,是以为绝大多数人谋利益为出发点的服务性政治行为,是根据国家法律法规赋予的责任、权利和义务采取的法治性政治行为,是结合国家机构职能和业务流程设计的规范性政治行为,是有利于增强政治沟通,加强社会监督,扩大政治参与的民主性政治行为。

The tide of the E-government has already swept across the whole world.The E-government of China is being launched vigorously too,makes the obvious effect.As to how to know the E-government,different views exist.Traditional E-government theory,often bring in explaining,prove from "electron".Just understand the E-government from the aspect of the tool and technology,this one that obviously loses is biased.We think the one more important to the E-government should bring in analyzing and study from "government affairs",give some political science meanings that E-government should.The E-government possesses the characteristics of political behavior,is a scientific political behavior carried on according to the tight logic rule of science and technology;Thought most people worked for the interests as the political behavior of service of the starting point;It is responsibility that gives according to the national laws and regulations,ruling by law political behavior that is adopted of right and obligation;Combine the regulatory political behavior that the function of state organ and business procedure are designed;Help to strengthen political communicate,strengthen the social supervision,expand the democracy political behavior of political participation.
