构建城镇灵活就业发展的社会支持体系

灵活就业已经成为我国城镇广泛存在的就业形式,其对于解决下岗职工就业、缓解就业压力、促进社会稳定都发挥着重要作用。但是,目前灵活就业在发展中还存在不少困难和问题,主要表现为组织管理体系不健全、政策运行不顺畅。因此,需要构建促进灵活就业的社会支持体系,完善的组织管理体系和顺畅的政策运行机制。

On constructing of social supporting system of flexible employment

Flexible employment has become popular in cities in China. It is very useful for reemployment of laid off workers, reducing the employment pressure and accelerating social stabilization. Therefore the flexible employment is encouraged in China. However there are a lot of difficulties and problems in the development of the flexible employment, which mainly include imperfection of an effective system of organization and management,incoherence of implementing of relevant policy. Accordingly, some potent means and measures must be taken to solve the difficulties. The system of social support must be constructed to promote the flexible employment, which includes a perfect system of organization and management and a smooth mechanism of policy implementing.
