| Abstract: | This paper discusses the drug problem and government's anti drug policy in the last stage of the Qing Dynasty and the Republic of China. It analyzes the political cause of the inundant drug use in the society, and indicates that it is impossible to prohibit drug use completely in that historical condition. |
